i got the files but nothing bad happens.
It just startes PA as normal, with left treeview and Windows 10 skin. :(

got it, when i deleted my own HKLM keys, it started restarting!
do you maybe have saved key that you use to get your settings back during reinstallations?

I will see with ivan tomorrow, but he mentioned today in first build that some setting had to be changed due to new toolbar code, it is possible that this is done on first run after install, and when you restore settings it messes it up… so it is good that you are using it this way, and that the issue could surface.

I have removed the link since that restarting thing is very annoying… new version on Tuesday!

so due to some changes necessitated by upcoming 2017 release, language settings were left from 2017 portable version… result was that PA kept detecting language, changing it and restarting to apply but it was writing data into wrong registry key, hence infinite loop. Since we had 2017 version installed already, it worked fine internally, because all values were already there.
Simple problem, very annoying issue. New files are being uploaded right now, thanks everyone!
