Self Extracting Adobe CC applications

Some of the Adobe Cloud applications, are distributed as a .7z and .exe file.
The .exe file is a small 1.5MB executable that extracts data from the main .7z archive file. It has text in it’s interface that says 'Created using PowerArchiver. Copyright © 2012 ConeXware Inc." The .exe extractor file seems to be for a specific .7z file.
How can I create such .exe extractor files with PowerArchiver files ?. (Remember they do not have the archive data integrated into them). I ask as some of the Adobe Cloud applications do not have a .exe extractor file and just a .7z archive file, so I wish to create a .exe extractor for them.
Here is a example of such a .exe and .7z file combination (for the PhotoShop CC application):

you can not create same file, this is special setup for Adobe… you can create SFX that extract files and launches setup though, by using our SFX Wizard.

Yes, SFX Wizard creates a .EXE file that is an ‘extractor’ and also the ‘data’.
Any particular reason why it is not made available for use to the public?. (It is not much different for the SFX Wizard’s .EXE, just not combined)

It is custom code created for Adobe for their specific application needs…
