I noticed that the option to add the optimize archive function to the context menu is missing on Windows 10.
Opening each archive with the interface in order to click it becomes tedious with many files.
Same for others functions like Remove Archive Encryption

The average user probably won’t often use the FIPS 140-2 module But if she needs to, it is nice to have it.
If one is not using it often, having it enabled all the time MIGHT create some unexpected knock-on effects (does it play well with 7z or PAE files?).
To avoid this problem, why not make it possible for a user to add it to the QAT? She can enable it before using it; then disable it with the click of a button.
You might see if there are other configuration options for which the ability to add a QAT button would be handy.

only reason to use FIPS 140-2 is to comply with federal standards, in which case you have to use it all the time.
Unless you need to comply with federal standards, there is no need to use it at all. Files are exactly the same in the end, there is no difference.
FIPS 140-2 mode is used only for ZIP AES encryption/decryption.

I occasionally have to send documents for federal agencies . . . in which case I assume it would be handy.
But perhaps I am so rare in this regard, there is no need to make an exception.
Still, there might be some common configuration feature(s) users might like to be able to turn on and off fairly easily. If so, the ability to put said options on the QAT would be helpful.
