What does that flag, does it increase the size, does it doublecheck?

Are there any sideeffects which I should keep in mind?

If the flag is NOT set and the resulting Zip archive is 4GB (or more) it will be invalid.
So you will not be able to extract from it.

The size of files being archived do not matter, it is only the size of the resulting Zip file that matters.

If there are no side effects, if it is only a kind of upgrade, why is there an opportunity to switch?

Keep in mind that the size of files does not matter since for example you could compress 10 GB file to 3 GB and it would work fine - just in case you were thinking about that :-).
